Cordova Pork

A quick question: Why is a gravel road leading to Cordova a project that deserves federal funding? Oughtn’t it be a state, county, or local matter? Granted, it’s not a project on the scale of Ted Stevens’ infamous bridge to nowhere. But pork is pork.
